Normal Circuits in an Isolated Ground Panel

I am working on a project that another engineer started. It is currently being built and we ran into a snag. There is a normal 225 amp power panel with 42 spaces and an isolated ground panel (225 amp, 42 spaces) with both a isolated ground bus and a equipment ground bus. They ran out of space on the power panel. Can they put 20 amp branch circuits feeding non isolated ground receptacles on the isolated ground panel? Thanks.
 
It depends on how your grounding is configured. It is common to have isolated grounds and normal grounds in the same panels, you just have two separate grounding systems in that panel.

Just use the equipment ground buss for grounding the non-IG receptacles. Obviously you don't want to use the IG buss. This would defeat the purpose (if there really is one) of the IG system.
