Normal Power Dist Panel and Emerg. Power Dist Panel neutrals tied together

I am part of a team reviewing an existing installation in a health clinic where a generator is used to provide power to a chiller and 3 safety circuit breakers distribution panels in case normal power fails. A 3 pole ATS with solid neutral is used.
The team found the neutral from the normal circuit breakers panels are tied to the neutral of the safety circuit breakers panels.
This health clinic does not perform surgery as a hospital but the generator is used for essential equipments such as refrigerator with medical supplies, emergency lighting, exit signs and chiller.

700.9 (B) state "Wiring from an emergency source distribution overcurrent protection to emergency loads shall be kept entirely independent from all other wiring and equipment".

Is these neutrals connection a violation of 700.9 (B) or any other code I might have missed?

No - your health care clinic does not qualify as a 'required facility' under Art. 700.

"Emergency systems are those systems legally required and classed as emergency by municipal, state, federal or other codes."
 
I have to disagree with Dana1028. Since the generator serves emergency egress lighting, that is enough to make it a 700 installation. I also think the medical stuff it serves would be a 700 installation, even if they don't do surgery.
