Where is the meter lead that is out of sight? Is it connected to a legitimate EGC or grounded metal?
Is it the entire floor that appears to be sourcing the 120V?
Probably not phantom voltage, but could still be small leakage current if the meter is high impedance.

It isn't clear to me where the energized contact point is. I can see discontinuous conduit, flying splices and corroded AC, but I don't understand much more than that, without some additional description.
 
Main lug hot leg

Well, it seems that the floor of this space is earthen, with some bricks in the earth, and a lot of rust. But I can't tell from my side of the screen.

It looks like you might have a sewer connection? What is the state of the sewer piping system? Is it metallic throughout? I can't see.
 
If one probe is on the main hot leg and the other to earth as it appears, I would expect 120v.

My thoughts exactly which is why was intrigued by the post. Commonly if one comes into contact with a live conductor while standing on a damp or wet surface as the picture illustrates one would expect to be shocked/electrocuted.
 
I thought one probe was on the ground. I did not look close enough to see the damaged conduit.



Probes between the main hot leg and the ground will for sure give you a good voltage reading.
