Most of the jobs I've bid its very clearly spelled out, and usually we provide conduits, wiring, boxes, switches, etc., to the Division 23 equipment. Coordination between Division 26 and Division 23 is very important. In any event, I spell out what is included/not included in my bids to the GC. Then if they wish to shift something one way or the other, we can work with them on that.
That does not enter into it. If the mechanical is required to supply and install, they just have to contract an electrician to do the work.I have just added this to my template proposal letters. If it's loose I don't think per union rules the mechanical can install. If it integral then no install needed.
If there’s a note on the mechanical drawing equipment schedule that a loose disconnect switch is to be provided with equipment or by contractor, it is assumed to be supplied by mechanical contractor.

It is a Variable Air Volume (unit) as Seve-Delta-Fortyone stated. They are often also equipped with supplemental heat. They are what the thermostats control when you have a large HVAC unit feeding multiple rooms. In the newer energy efficient systems. You have VFD's controlling the HVAC units, variable dampers controlling the air to individual spaces with everything "talking" to each other and the VFD will increase or decrease the air volume output depending on the demand from the various zones.What is the air valve for?
