Got it. I was approaching it from the point that the original panel was Main Breaker Only.

It is interesting to note that you are the only one that replied to my comment and did address the issue in a positive manor. It would be interesting to start a poll to find out if there are others out there who are aware of the used and surplus breaker issue and address it as you have. The vendor that you are refering to maybe using a test which is similar to the NEMA AB4 does have a field testing procedure which is a pass-fail which doen't test for thermal and/or magnetic calibration which is better than not being tested at all.
To many the practice of installing untested reused and surplus breakers may be a , don't ask, don't tell, issue, and issue that is best to be ignored.
