Null Balance Tester?

First thing sorry for the bad picture quality. Second wth is this? I’ve installed plenty of ground grids but I’m struggling with this one. Context this is a football stadium, track and field with aluminum stands.

It is a requirement to measure the earth resistance of the installed ground grids using a "3 point tester" also known as "fall of potential" test.
The "injector probe" of the tester should be away from the grid being tested a distance equal to 8 to 10 times the diagonal measurement of the grid.
