I agree with 18. They are 500 va each and will be a continuous load since they will not be turned off every 3 hours so 500 x 125% = 625 va each. 625 va / 120 volts = 5.2 amps each. You can now only put 3 on each circuit, 20 52 / 3 = 17.3 circuits. You can't have a third of a circuit so you must have 18 circuits. This question probably came from the North Carolina electrical exam. It is quite common on that test.
