Hello

I am working on a juvenile hall, which has 4 incoming service from utility.
Project scope includes modernization of half of the adminstrative building.
Currently admin is feeding from one service. There is no spares & spaces in that service.
Now, admin modenization needs more power than existing, so that I have to bring power from another service, which has lot of spares.

Is this a code violation?

Your wording is a bit confusing. A service is the conductors from the utility pole to the building. You say there are 4 services to the building.
Are they attached at the same point on the building? Are there 4 sets of separate conductors from the utility? Maybe you have 4 service entrance cables with a main panel on each cable.

This does not sound like a service. It sounds as if you have a main panel with
with no room for additional breakers.
 
juvenile hall has 10 buildings
4 incoming services with 4 different meter from utility at 4 different point.
There is no spares & spaces in switchboard currently feeding the admin building. .

how many services serve the adminstartion building ?
are there any feeders from other services feeding the building ?
 
so,f I understand, you are wanting to bring power from another building that is fed by another service. I would think this would only be permissible under one of the conditions listed in 230.2 also noting 225.30

As an added precaution, Just because a panel has spare room for breakers, does not mean it has spare ampacity. Check the demand on the panel before adding more load. I would rather suggest an additional panel in the Admin
building.
