NYC Code - retracable cord reel on ceiling

hello,
i am working on food processing warehouse in NYC and i have servral work station that needs drop cord.
anyone have ideas if i can use retracable cord reel from Bayco on ceiling (cable made out SJT cable like extension cord) https://www.baycoproducts.com/images/PDF/ProductManuals/INS-800.pdf
Usually NYC inspector doesnt allow SJ cables or extension cords for permant use. But i cant think of any other option other than the cord reel for this application. (or underground piping which will be my very last solution)
Any ideas?

They are pricey, but McMaster Carr has some harsh environment ones (starting at $383.) that use SOOW cord.
