NYC power and communication equipment in the same room

The question for NYC, but please share your opinions from different regions. I would like place 100A,120/208V panel in IT room of tenant (7'x7') (it is NOT a base building rooms/closets). One engineer says you can't place power and communication equipment in the same room based on NYC amendment nec section 800.133. Other engineer says you can do it because the 800.133 section apply for base building closets (base building power distribution system).

seems like if the gear is not dedicated to serving the comms stuff, and the room is not marked as "Electrical Closet", then its ok ??

I agree code compliant and a common installation practice, we do this all of the time.
