In New York state would a grid tie system that has to meet NYSERDA requirements and inspection follow the 2011 code or the 2008 cycle that is
currently adopted and enforced by local AHJs.Thanks for any input

That depends on the local AHJ, but I think you would be safe to follow the 2011 NEC. I don't know of any area where the 2011 code is more permissive than the 2008 code, but if someone else does, I'm sure they will chime in.
