OCP ratings for 600V class transformers

Why does the NEC permit primary OCP for transformers with currents of 9 amperes or more up to 125% of rated primary current [Table 450.3(B)]? It would seem that transformer overloading could occur in certain applications resulting in overheating and premature winding insulation failure.
