Instead of us having to prove it is 25 ohms or less, why doesn't the inspector have to prove it's not. If you go to an Emissions testing center, they have to provide the test equipment.:thumbsup:

The NC Department of Insurance essentially has proven that. About seven or eight years ago, they tested over 100 different ground rods in every type of soil imaginable in nearly every county in North Carolina. Not a single one of them came close to being less than 25 ohms. Shortly after that, every jurisdiction in NC was instructed to enforce driving two ground rods.
