Off peak meter

I am installing a 200 amp service with a dual meter for off peak. I'm using 200 amp service cable to the meter. Then installing 200 amp service cable to the main panel and 100 amp service cable to the off peak panel. I plan on running a continuous #4 ground from the main panel to the ground rod then to the off peak panel. Then installing the cold water ground to only the main panel. Is this acceptable?

Cheaper rates for the heavy stuff if it runs during off peak hours. Heat pumps, a/c, water heater, etc. Many of the off peak meters will actually shut these things down during peak demand times too.

Are these panels grouped?
 
I would tap a #6 from the 100 amp panel to the #4 going to the water bond. That way each panelboard can work to stabilize voltage and clear faults. Just my way of doing things. :smile:
 
In my post above, I mentioned each panelboard would be able to clear faults. I would like to clarify that running this conductor to the metal piping is not intended to clear faults but to discharge lightning into the water system and earth. Faults would be cleared by the bonding strap or bolt connection to the neutral conductor at the main panel(s). :smile:
