And the best part of that decision isn't the extra cash, it's that within the next 20 years you only have a cracked up walkway instead of a dead body [or bodies].
...
Actually, the mesh does not prevent the walkway from cracking... its purpose is to hold it together when it does.

If you need to cut some cash out of the build, look for something other than a safety device to offer-up to the pencil pusher.
PS: I forgot to mention, the mesh put in a walkway is considered a safety practice. When a concrete walkway cracks from underlying support issues through time, installed wire mesh prevents the pieces from separating and causing a tripping hazard.

So in essence, cutting this corner is a trade off between two safety issues.

The only tripping hazard that I would consider a legitimate life safety concern is one that involves a flight of stairs. . Fire, shock, tripping on stairs are life safety and should be off limits to the pencil pushers. . Everything else is of a different category.

I agree. A possible future walkway tripping hazard is definitely very low or the life safety list. I just wanted to point out that it is still considered a safety issue though. You stated "...look for something other than a safety device to offer-up to the pencil pusher" but yet used a safety issue as an example.

I meant to say life safety
