A megger induces a high voltage into a wire to test for insulation breakdown .
And, as a side effect, can also measure much higher resistance values with accuracy, but is pretty useless for lower resistances.
Sorry but induce is probably the wrong word to use. The high voltage is directly applied through the test leads. Induce would be how a transformer applies voltage to the secondary coil.A megger induces a high voltage into a wire to test for insulation breakdown .

Introduces sounds a lot closer to induces and would be correct. But in this particular context applies to would be better than <anything> into.
