old service with no ground

Working on a store renovation in a old strip mall. Panel i 100a 3 phase 120/208. There is no ground conductor to panel. Main breaker is in a utility room. I can find no ground rods or water ground. any help would be great. Store owner wants Ig circuits installed and i am trying to tell him its not possible with this type of service any help would be great thanks

When you say ground conductor, do you mean grounding electrode or service grounded conductor?

Your comment about not finding any ground rods or water grounds leads me to believe you mean grounding electrode system. Is it possible that the grounding system is at the metering location? If not, can't you install one now?

An IG circuit will still work without a grounding electrode system. The IG cicuit can go from the receptacle directly to the main bonding location at the main service disconnect. The GES really plays no part.

I cannot find either the main metering and main fuses are located in a seperate room. and there is no ground conductor there are 3hot legs and one neuteral in a piece of emt feeding the panel.

What you have is feeder serving a loadcenter panelboard. It is possible that the EMT is being used as the equipment grounding conductor. Inside that panelboard, there should be a ground bar that is bonded to the enclosure and all equipment grounding should be connected to. You can still install a IG circuit, just don't terminate the IG to any enclosure or raceway. Run it directly form the receptacle to the panelboard equipment grounding bar. The main grounding system is only going to be present at the metering and/or main disconnect location.
