It has a rope service, covered by siding, with the weatherhead poking out
A good friend of mine who is an EC in Long island NY, had to change a service because of this.

Can anyone point out reference in the codebook where this is not allowed.
I know its not the electricians fault. But what happens if someone sides over it?

I assume it is old service cable, this should be fine until the cable or phone co. works in the area and either drills, or puts a screw in the siding, and then it should take about 5 or 10 minutes to burn the house down.
In the township next to us, that is exactly what happened, the cable guy also went to the hospital with critical burns.
Notify the owner of the danger involved, I don't have the code book here, so I can't comment on the section. I am sure someone will quote the section.

If the conductors are under the siding there are "in the building" at least that is how those sections of the NEC are enforced in this area.

What do you mean by "rope"?
That would be SE I believe.
