If they are turning this into a dwelling unit then more than electrical will be involved. The AHJ will make the call on water, sewer and elect.

I think that is the biggest problem. As a county inspector I am "loaned" out (or pimped out, don't know which) to the nearest city as they don't have an electrical inspector. As far as they're concerned they said "Whatever you think. I spoke to the POCO, and guess what they said, "Whatever you think". Don't you just love politics? I've yet to speak with the guy in question about this but hopefully he will see the logic in having a separate service for this dwelling. Who knows, he may want to have a whole monopoly board of these houses all over his lot. Thanks for the replies guys.
