One service or Two?

Two underground conduits from the utility transformer run to separate meters on the outside of the building. Then each meter has a run to a 200A main breaker panel. The panels are located in a common mechanical room, either side by side, or directly across from each other.

One panels is house power, the other panel is for tenant power.

Is this considered one service, or two?

Does it matter if the meters are in a common enclosure, or if they are separately mounted side by side?

With 2 service laterals I would call that 2 services. How would you terminate the laterals in a common enclosure meter base?
 
I might consider this one service. Look at 2008 NEC handbook if you have one and look at exhibit 230.10.

OK, but that shows a junction box that both service laterals go through. The installation that has been proposed doesn't have that.

Take a look at the last sentence of 230.2. Does this sentence (and the Exception to which it refers) apply to your situation?

That's it Charlie. Thanks. I've never highlighed anything in my code book before, but that sentance is going to be the first.

That leaves me wondering why the handbook shows junction boxes on figures 230.9 and 230.10, if the Jboxes aren't necessary.
