I need help with grounding. Here is the situation:

Main panel located at a house. The detached garage has a subpanel fed from the main panel. An equipment ground was pulled from the main panel to the subpanel. At the subpanel, should the green screw be used to bond the ground to the enclosure of the panelboard? Also, should the neutral and ground be bonded together?

If there wasn't an equipment ground pulled from the main panel, what would change?

I read that section of the code and it confused me. So...I wanted to have someone else's interpretation. Thanks!

You stated in you post that an equipment grounding conductor was pulled with the feeders.

Then keep the grounded (neutral) conductor separated from the grounding conductor and the grounding electrode conductor. You will be required to install a grounding electrode as outlined in 250.52.

Do not bond the grounding conductor to the grounded (neutral) conductor. I hope this helps.

If a grounding conductor is pulled with the feeder. The grounded conductor and the grounding conductor should be kept separate. The ground bar should be bonded to the enclosure.

The grounding conductor in your feeder must be connected to the secondary buildings' grounding electrode system. If none exists than you'll need to connect to one or two ground rods or any of the grounding electrodes in 250.52(A)(1)-(6)
