Don't know if I am the only one from NE that visits here but AFCIs are now part of our State requirements as per 2005 NEC. This came from our State Electrical Division Executive Director.
"The Governor signed the change to Rule 18 on 10/31/08 removing all amendments to the 2005 NEC except 430.102, this will become law on 11/5/08.
This change will require AFCI breakers on bedroom circuits.
The State will enforce this on all permits received on or after 11/5/08.
Please spread the word."
For existing circuits with SE upgrades :
"Good point, the Board decided this will apply to new circuits only, so if you change a panel out without adding any receptacles no AFCI would be required. If you added a new receptacle to a bedroom that receptacle would have to be fed from an AFCI breaker. The Board was afraid some people would decide not to change out an old fuse panel if they had to upgrade the whole house. It will be done like GFCI is now you can put a new panel in and you are not required to upgrade existing bathroom and kitchen circuits."
