Open Air Plenum Conduit

In an open air plenum is it ok to run liquid tight from junction box over to a VAV? If not would flexible metal conduit be the next best option? TIA
 
300.22(C) I believe will be your guide and raceways with a overall non-metallic cover are not allowed,.. FMC is allowed.
