Open ground

Alright so I have 3 receptacles on 3 different circuits all are GFI’s. When using my plug tester I get an open ground to all of them, I went back and tightened all connected points for the ground all the way back to the sub and main panel. Everything tones out, even through the GFI’s if I wire nut the neut and ground together but, I still get a open ground reading on the tester. (It’s a outside quad area, in Irvine CA. In case folks know local codes) any suggestions for troubleshooting is appreciated.

Thanks, that’s was it. Now I can overthink other stuff.
make sure you throw the bad tester away. better yet, hit it with a hammer a few times first so someone does not recover it from the trash can thinking they got a free thing.

I am amazed at how people will hold on to stuff that they know does not work.
