I know that no flamable material can be inside an electrical enclosure. I found article 110.31(A), about the Fire Resistance of Electrical Vaults. I need a specific article that basically states that no flamable materials can be used a sealant, etc.

The situation is duct seal around the cables to seal an opening used in a temporary situation (until Sept.) to keep vermin out of a switchgear--voltages greater than 600v--the shielded 1000kcmil is routed in tray.

The other key word is temporary--I do not feel that temporary over rules common sense.

If you can't install material that burns in an electrical enclosure, then you can't use the enclosure....the conductor insulation and other internal parts will burn. I see no issue with the use of a sealant that can burn.

I don't see duct seal as "flamable". It's flash point is 590degC which is quite high.

Insulation is likely more flamable.

You can also use any one of the various "fire stop" materials as well.
