Underground gas and diesel piping pass through a plastic sump (UL listed) in which solenoid valves are installed in the piping run. There is no usage of fuel in the sump, just the solenoid valves to control the flow.

What is the classification?

My general way of thinking on classified locations is, "If you have to ask, it is." That said, at the very least Class 1, Division 2. Would need more information about the nearby short and long term conditions to hazard (pun intended) a guess whether it should be Division 1. Contact your AHJ and let him determine, so you'll know for sure.

I'm assuming gas = gasoline. It's Division 1, and an area 5' above it and 5' in any direction is Division 2.

If gas = natural gas the answer is same because unventilated, below grade locations are always Division 1.

In "open air" it may only be a Division 2 area around the gas valves depending on pressure and flow rate.

The diesel lines can be ignored in most cases.
