When reading 555.13(B)(4)(b) (requiring the junction box) you are immediately referenced to 555.13(A)(2)(2).

I've seen it posted many times that the code does not say what you want it to say, it says what it says.
So, I'm asking where is this junction box needed? I say it is only needed when you are wiring floating docks that are made up of individual sections.
The local AHJ says it is needed when you transition from a fixed pier to a floating dock. I say the code does not say that.
