Optional method a/c versus heat

I'm doing study questions when I came across this.
Using the optional method in a 60 unit multi family, calculate the a/c versus heat
A/c at 17 amps 240 volts (4080va)
Electric space heat at 5000va

According to 220.82(c)(4) if it is less than four units then you use 65 percent of the nameplate. That should make the heat 3250va. The a/c 4080va.
The answer key uses the heat at 5000. I've looked through 220 I can't find what I'm missing. Would appreciate help thanks.

Are they using 220.84(c)(5) and table 220.84?
