Optional stand-by generator

I have two different scenarios, Both are 500 amp 3 ph, 4 wire, 480/277 volt wye connected generators. One connects to a service rated transfer switch, the transfer switch is the service in this case. It is supplied from the load side of the CT's. The second transfer switch is not service rated and is installed after a 500 amp breaker in the main distribution board. Both generators have Pvc conduit ran to them from the building. Which one requires a ground conductor, if any and what size? Are ground rods needed? If so where? Is one or both considered a service latteral, or are they just feeders?

I have had 3 different inspectors and three different methods.
 
It does not matter if the TS is used as a service or not.
What determines the grounding and bonding is if the transfer switch transfers the neutral.
