I am crossing a building expansion joint with (4) 3/4" emergency power conduits. Can I use steel flex, liquid tite metalic conduit, or do I need to use expansion fittings?

It depends on the circuit. 517 in the 2023 edition doesn't require a CI (fire resistive) circuit for emergency power but the IBC may (1 hour if the healthcare facility has an ambulatory section within it (outpatient)). If you used a fire resistive cable system, then you must follow what that systems listing says (the UL FHIT document). If not, then 517 will requrie wiring methods to comply with chapters 1 through 4, in which Article 300 allows expansion joints as required. Items D and E highlighted above are for terminating onto equipment only and not for crossing an expansion joint.
