2014 NEC no, earlier NEC yes, some exceptions - like if there is only a single branch circuit, then a snap switch is acceptable.

Sub feed to out building will i need a main disconnect at the out building?

Yes, that requirement is and has been the same for some time. (it can possibly be up to six disconnecting means grouped at same location though).
