Went to a residential job today that had a 3 wire underground feed to a remote building that was installed in 03'. The install was 3 wire SEU cable coming off the load side of the meter(doubled up with the house panel conductors) into a disconnect and then UG to a panel in the building with a driven ground.Both disconnect and panel had the neutral bar bonded to the enclosure.I thought that by 03' you needed to pull an EGC and not bond at the building panel. Thanks.

It wasn't until '08 that an egc was required to the separate structure. In the past a 3 wire was acceptable if there was no metallic pathway between the buildings. For, instance, water lines telephone etc.

Grounding of the neutral in the disconnect is a violation.
Should only be regrounded in the outbuilding panel.

You don't need an equipment ground as long as there is not a parallel path, as Dennis stated.
