As long as it's on a 20-amp circuit and all outlets are GFI-protected, is it OK to wire an outdoor outlet to the same circuit as the garage outlets? There would be nothing else on the circuit -- just the garage outlets and the outdoor outlets surrounding it.

Sure but why does it have to be on a 20 amp cir.?
 
Because people use power tools, yard tools, Christmas lights, or other things that draw a lot of power. It's better to put these things on a 20A circuit and separate from the home's general-lighting 15A circuits.

Sure it may be better but you stated it as if it were code. I always use 20 amp but it is not req.
