Outdoor lighting foot-candle metering

At what level we place the meter to measure foot-candle level for outdoor and parking garage lighting?
On ground, floor? or certain xxx feet off the floor, is it code?

It’s not an NEC issue, but rather IESNA standards. I seem to recall 3ft from outdoor lighting classes.

Wether it was correct or not, I always use a shopping cart with a piece of plywood on it. Makes for consistent measurements.

Regardless of IESNA standards, you'll want to check codes for the specific municipality first. Seen them dictate the measurement height from ground level to 3' above grade, and everywhere in between.
