Is there any code requirements against making kos on the top of weather proof troughs I can't find anything, I plan to use threaded Meyers hubs to enter to try and keep it water tight

All wire way conduit will be rated for our doors. This is for a service

Two things you may want to note:
376.10 required wet location wireways to be listed.
Myers hubs for Service conductors should be addressed as shown in this thread:
 
I plan on using a gasketed wireway the question is , is it still considered weather proof if knocked out..

I would assume so , also one woukd think if you are installing a wire way it would need at least one ko right? I would also assume the location of that ko wouldn't matter (listing wise)

If I use listed water tight fittings I should be good I mean we see it done all the time

To note all gasketed trough spec sheets I see don't mention anything about using only bottom kos

The rain right ones with the top that over laps do say in the spec sheet to only use bottom kos

It's interesting question. My initial thought is that as long as the fitting is weather tight (RT EMT connector, Myers hub, or RGS with sealing lock nut) you will be fine at any location. But there is nothing in 376 which states that so it probably just boils down to manufactures instructions. Interesting to note that articles 312 and 314 have such a statement ( with a slight difference between the two in that 312 requires watertight entries above live parts where 314 is rather vague, "placed or equipped").
