Pimp, I'll go out on a limb here for you and ask you to read 424.19(C), and 424.20.

I can't understand how you could do residential for six years and never have hooked up a baseboard heater. This may be a wrong assumption, and if so, I hope you correct us.

In my opinion, I think the reason that they don't want BBH installed under receptacles is not to melt the receptacle, but not to melt the cord to the equipment that is plugged into the outlet. Just a guess though.
