Outlet receptible under jet tub

We have a customer where the electrical contractor install a outlet box face up screwed to the floor under a jet tub in a home. It is on a GFIC and there is not a different way to mount it because of the space limitation. I could not find that this was a violation of NEC.
It is a dry and protected area unless there is a malfunction. I realize this is not a good building method. Another inspector say this is not allow by code anyplace. I do not find that in the code book.

406.4(E) discusses receptacle outlets installed face-up on work surfaces and countertops, but I would consider this application to be neither of the above.

I too find no violation .Ask him to cite what he thinks you broke.My personal method is to use a bracket plastic box and after installing recept and cover i screw this to a near by piece of wood and would try not to have it face up(just because accidents do happen).This method makes it easy to uninstall box should it be in the way to change the pump.
