outlets above floor vents

I just wanted some advice , I have a church room that has underground floor vents and they want an outlet 16" above the floor directly over the vents is this leagal?

I don't see any problem with this. I assume you mean vents for regular forced air heat and air conditioning. The air wouldn't be hot enough to cause any problems.

An outlet above a baseboard heater would be different.

Your comment "...outlet above a baseboard heater would be different" should be modified to read: "outlet above an electric baseboard heater would be different".

There is no problem with installing outlets above hot water (hydronic) baseboard heaters.
