Outlets for dryers and ranges

I have a range that is a 208 single phase, but also needs 120V for the lights and timers.
I heard before that it was allowed to have a 3 prong outlet (2 hots and a ground).
I am told that it is now required to have a four prong outlet (2 hots, 1 ground, 1 nuetral)
I would appreciate if this could be verified, and if so where it is mentioned in the code
 
In a nutshell, existing 3-wire cables may remain, and the appliance modified to suit the existing receptacle.

This is a case of the neutral allowed to do the bonding, not the other way around.
