Personally I place them near every door and deck, most of my plans show the extra outlets

My house in town sits on a corner lot; according to the city I have a front yard facing each street and a side yard on each opposit face, no back at all. However, my cottage is on a riverfront lot where the face towards the river is the front, and the face toward the road is the back.

I'm confused!:?

Nope, they can be on with other receptacles, just not SABC's or individual branch circuits serving other equipment.
