Outside outlet 18” high

What rule is that? I've never heard of it and I don't think that it's in the NEC.

Sometimes it will be designated on your plans. If not I would put it to the bottom.I think both are actually higher than ADA standards.

Exterior receptacles should be above snow line! Just like gas appliance vents.

Now that I'm older, 4 feet above grade seems fine to my back!

Commercial or residential? 18” is a height specified on a lot of commercial jobs.But if you refer to Informative Annex J (ADA) lowest measurement is 15”; and it is to the bottom.

Got in an argument with my tech school instructor in the early 80's, he said it had to be 18". I asked him where in the code does it say it. He couldn't. I think it was a Union thing, as he was IBEW previously.

If your outlets aren't mounted exactly 18" to the center above finished floor or grade, you can get 3 months in prison for this violation.
Better measure twice.
