You may be confusing other rules with this.
For example, you can't tap off areas that only allow circuits that remain in that area such as SABC, laundry, bath, and the new rule concerning garages that doesn't allow circuits outside the garage due to electric car chargers.

With that said, I don't know of any rule that states outside circuits have to be on their own circuit.
