I almost think that your pic of padlock might become a necessity. I don't see it as a hindrance to first responders, (the intent of the code requirement) as they have big bolt cutters, and it still makes for their safety having that disconnect and they don't have to deal with unsafe pulling of a meter or waiting for utility before getting to work.

I've said it before also that I dislike this idea. I would probably rivet, bolt, or weld the switch in the closed position.

In this day and age I think that will become the norm.
