outside service disconnect

i recently installed a disconnect on a service i built, thwe specs are:
3 200amp ch panels inside with mains, and a 600amp non fuse disconnect out side the wall approx 2 feet behind the panels , i use three barrel lugs
with 3/0 thhn and the neutral lug kit to match. the question is, the inspector said i have to use a fused disconnect. the service intrance conductors from a ground mounted transformer were supplied by the power athourity, 350 alum.
parrallel. the nec according to article 230.70 part vi does not state that this disc. has to be fused. am i way off or am i missing something. next the inspector tells me that i dont have to have a disc. out side and that i can just put the feeders in a trough and let the power company make their connections there. the only delima i have there is where to make the grounding connection other than a block mounted in the trough. blah
cornfused ,ever heard of this?:-?

I would have two questions here: (1) is the non-fuse switch "service reated? and (2) what length of "inside" conductor does your AHJ accept to meet 230.70(a)(1)?

thanks for the reply, and yes the disc. is service rated. the only question i am not sure about is in article 230.91 where the overcurrent protection and the disconnecting means must be adjacent to or an intergral part of the disconnecting means. i guess it is their call, seeing the panels are inside and the service disc. is outside . the remendy they gave me is confusing though,
removing the disc. and installing a trough. i know i am protected by the inside mains 200amp each panel to protect the service feeders. just don't get having to fuse the disc. to protect the primary as they said , when it is protected by the fuses in the transformer"quote :if you use a disc. it must be fused or breaker... humm
