Just outside the edge of the shower is all that's required.

And if the "shower pan" is just part of the regular pool deck, it might be difficult to decide where to draw that line.
Without a shower wall and shower curtain, anywhere that you could direct spray from the shower head would at least require a weather tight in-use cover.

An outdoor receptacle is going to have that anyway.

Is the shower head fixed? If so, the area it covers would be the shower area, I'd think. Good question, I dont have a good answer.

I believe he is saying if there is no border for where the shower begins or ends-- open shower then how would you know whether the receptacle is outside the shower.

We did a job where the shower had no walls except the walls of the bathroom. The flooring was continuous from the shower throughout the bathroom. Now, in this case, is the receptacle for the vanity in the shower? It would basically be an authority having jurisdiction call.
 
Maybe draw lines depicting the size of a average shower tub width that would be inside a dwelling and make sure your receptacle stays out that area.
 
I think OP and his AHJ need to come to an agreement on where to define the edge of the shower.

A person can be introduced to similar hazard if it is raining outside, yet we still can have outdoor receptacles, but it also seems logical to keep them away from a place where people would regularly be exposed to such conditions.
 
As a practical matter, yes. Per Code, no.

Unless I'm missing something, since it's a wet location (without the shower) a receptacle would already need to be suitable for a wet location so it could go anywhere making the delineation of the edge of the shower irrelevant.

That is what I am saying.

There is no shower stall or bathtub to avoid so code wise anywhere is OK in my opinion.

The point is there is nothing stating that a wet location in use cover cannot be in a shower. How is this shower any different than a rain storm. Even if the receptacle is outside the shower one could still be stupid enough to put a radio inside the shower stall.

You are too old fashioned - today there will not be a radio - they may need a place to plug in their ipod charger though:)
