Outside taps of unlimited length

A 3 phase 4/0 feeder starts at a indoor switchboard with a 225a breaker and runs in EMT overhead 250' through a warehouse trapeze hung. It then exits the warehouse where it runs 100' underground to a Christy box where it is terminated to (4)70a 1 phase #3 feeders. It then goes to (4) buildings each with a 100 amp, 1 phase panelboard with 70a main breaker. Is this allowed under the NEC 240.21(B)(5)

In my opinion, it works. The tap conductors are outside except at the point of load termination and (I assume) all the conditions (1) through (4) are met. The feeder itself is immaterial since it is protected at its ampacity. :D
