Over 1000v concrete encasement

I am currently working on running a new 13.2kv circuit underground. It will be installed in schedule 80 PVC and 24" below grade (will be under a roadway) according to table 305.15a. I do not see anything requiring this install to be concrete encased. The only thing I see anywhere requiring concrete encasement is where non-shielded cables are used and these will be shielded cables. On the other hand, I have come across this same install in the past and it has always been encased in concrete. Am I missing something in the code somewhere...or is this just a job specific requirement per the design engineer??
 
The NEC is not a design guide. Concrete encasement is commonly done, especially for industrial work. I didn't review the NEC, but I think you're correct that this is not required by the NEC. But if it was specified for this project, it's required for this project.
