If you have a 1600 amp circuit breaker (normal 80% rated)and the chiller name plate MCA ( minimum circuit ampacity) is higher than 1280 amps but the RLA( running load amps) is less than 1280 would that situation satisfy the code or would the breaker have to be 100% rated or fuses ? The manufacture "maximum " over current protection per the nameplate is 2000.

Assuming the unit does not specify a fuse you can use a fuse a circuit breaker rated between the MCA and the MOCP.

It does not have to be a 100% rated breaker but it could be.

You've mentioned 80% but the MCA already has a 125% factor added to it so no 80% factory is needed.
