Question: Can you install piggie back breakers in new construction installation and can if you use piggie back circuits breakers are you limited to the max amount of breakers the panel is listed for?

Welcome to the forum. Yes, you can full load a panel to the brim on the first wiring, but of course we all would consider it bad practice. You are definately limited to the number of circuits in listing of the panel.

Good practice to leave at least 2 spaces for the feeder breaker to the future sub-panel... But you could just stuff it...

See it all the time in those new homes. 200 amp panel, 20 circuits times 2.

One is permitted to installed whatever circuit breakers are listed/Classified for the panel enclosure, and one is only limited in number by the listing.

Do they make piggy back AFCI's for your panel? Many of the new circuits you'd need to run would need to be AFCI. I would go for a panel with more slots and don't use the piggy backs unless you can find two circuits you know won't ever need them.
