Overhead service conductors under a deck?

Agreed. But if someone asks to do something exceptional, usually the first question is why can't it be done normally?
With a large investor owned POCO, the customer that only spends $100 maybe even $500 or less per month on their energy bill gets way less priority on such matters then a customer that spends $10,000 plus per month, just like any other profit driven operation would do with their customer service department, especially when there is little or no competition available.

In this case, it sounds like the posited method is representative of the norm... the deck just happens to be above the typical service drop attachment point.
 
And as far as why they take so long, I don't know.
There was one job that it took months for Edison the connect the power to a new installation. This job I'm doing is upgrading the service from 100 to 200 amps. I want to install the new service in a different location so I can leave to power on.

I believe you are mistaken. If I am not, ConEd (Consolidated Edison), was born out of the New York City area. https://www.conedison.com/en/about-us/our-businesses

And speaking of mistakes, I earlier provided the correct web page to ComEd but stated their full name to be Commercial Edison Company when it is the Commonwealth Edison Company. I read it for what it is... but for some unbeknownst anomaly, I typed "commercial".
